from terminal you should be able to run it like this LANG=ja_JP.UTF-8 wine program.exe (start.exe in this case)
vncompat wiki has a fairly comprehensive guide to get Japanese locale games running under Linux with wine for various distro’s You shouldn’t need to create separate wine prefixes as it suggests, but it wouldn’t hurt if you want to add it to lutris so you don’t have launch from command line
You need to make sure you have ja_JP.UTF-8 UTF-8 un-commented in your /etc/locale.gen then run local-gen. I don’t know if you need all of these packages also installed, but I did install them at some point in the past
fcitx5 fcitx5-mozc fcitx5-configtool fcitx5-gtk fcitx5-qt noto-fonts adobe-source-han-sans-jp-fonts adobe-source-han-serif-jp-fonts.
fcitx5 is an input method framework for Linux, for inputting Japanese characters, so you may not need that the rest are different Japanese font packages, noto-fonts I believe is what you need for most games that require a Japanese locale.
